US consulates in the third world is nothing but a goose that lays golden egg for them. Take a small and poor country like Nepal, about 300 applicants apply for US Visa everyday, that is 300 * $160 = $48,000 per day, $48000 *5 = $240,000 per week, $240,000 * 52 = $12,480,000.00 per year.

Now we know US has a huge operation in Nepal. Their massive embassy compared to the size of the country they are in is not just for the country itself. It makes economic sense for them to deny as much visa as they need so that people who can afford multiple applications would keep on applying for the visa over and over. I believe this is the number one reason for parents not getting visa. Number two reason is their obvious goal of not letting JUST about everyone have access to their country and some are effected by that too.

Unfortunately, we this is  the price we pay  for belonging to a third world country.
