For those people who don't believe in luck and destiny. I think this is an example.
People who are above 65, the reason for rejection might be if they get sick ( where 95% have high BP and sugar in Nepal), they don't have insurance and all the cost will have to be bear by hospital. I know most people don't pay huge hospital charge and leave country and no way of catching them as they don't have SSN.
Also they get all the senior citizen benefits ( might be)
Americans don't want foreigners to use their benefits free of cost.
