Girija was not prevented to ride the plane to Bhairawa. It's only his precious car that was prevented from passing the security point and directed to taxi stands.Now that car thing is not mentioned in the consitution,or is it? Mathi Bata Aadesh perhaps decided not to pass his car at that moment for certain reason... but certainly he was not prevented to board the plane.
