President of Country A: What is the possibility of moving our civilization to earth before we face extinction?

Science Adviser: Mr. President, our interplanetary transport system is not well developed. We spent lots of time and money researching on weapons and energy.

President of Country A: What happened to our estimate of reserve fossil fuel?

Science Adviser: Firstly, unfortunately our calculation about the fuel reserve in this planet was not accurate. Our initial estimate was for 30 years. We were hoping by that time we will be able to develop alternative source for fuel

Secondly, we were not able to realise the effect of fossil fuel on planetary ecosystem.

Political Leader: How much fuel is left?

Science adviser: We have enough fuel for 10 years but the problem is the rotation of the planet. The fossil fuel reserve from which we were mining the fuel, was also fuelling the core of the planet. We used up the fuel from the reserve that was directly fuelling the core of the planet. We did not know that. We came to realise it when the reserve was half empty.  Now very little fossil fuel is reaching the core of the planet.

The temperature inside the core has decreased by  1000 degrees, because of this, planets axial rotation has gone down by 5%

President of Country B: What is the implication?

Science adviser:  Our latest experience of change in duration of day and night is because of this change in the rotation. As a result temperature has risen by 5 degrees during day time.

This change in temperature and duration of day and night has adversely affected the ecology of the planet.

 Slowing down of axial rotation has caused unexpected decrease in the gravity of the planet. At present the gravity has gone down by 1%. At this rate in few years time gravity will go down by 10%.

This will cause the bleeding of atmosphere into the space. Once this bleeding starts this planet will not be able to sustain life for more than one year.

In this situation we need to find a habitable planet as early as possible. We need to develop a technology for interplanetary mass transport.

Prime minister of country C: What is our stage of development of interplanetary transport?

Science adviser: We have capacity to transport 100 people a day to another planet provided that the planet is habitable. But our navigation is not that well developed, landing system is also vulnerable to different climatic condition.

President of country B: That is for my country only Mr. Prime minister. My security adviser informs me that if we delegate entire planetary resources to build IPMAT (Inter Planetary Mass Transport) we will be able to ferry 1000 people a day maximum.

Science adviser: Our civilization is expert in low orbits only. We have sent some vehicles to scan other planets to find the environment. Except for the blue planet other planets are not habitable; from space blue planet seems promising.

Analysis of atmosphere in the blue planet shows that it has similar environment suitable for human habitation. But we haven’t landed there yet. There may or may not be life forms.  There may be different types of life form which may or may not be friendly towards us. We are sending a space vehicle carrying 10 scientist next year. If everything goes alright we will be able to know about the atmosphere and life forms in Blue planet in almost 18 months time.

President of Country D: If we succeed in finding a habitable planet and build IPMAT by allocating entire resources of the planet. What part of the population will we be able to relocate?

Science Adviser: If we succeed on everything as we planned. We will have approximately five years to relocate the population. Unfortunately in Five years we will be able to relocate only 30% of the planets population.

President of Country E: As we planned earlier in our political meeting we need to ban on reproduction with immediate effect. No more pregnancies in any case.

Prime Minister of Country F: We have to prepare ourselves for massive social unrest. We also need to set the guidelines to select the people who will be relocated.

President of Country B: All indicted criminals, persons above 65, terminally ill people, incurable will be left behind

Security Adviser: We have estimated even with those conditions we will be able to take only 50% of the population.

President of Country A: That is the difficult choice we have to make. From every religion, race and culture statistically equal number of people will be relocated and off course equal number of man and women.
