Karnalis and Jugehalder, here is my two cents on the matter (so far my experience on the issue: I stayed almost 3 years with one consultancy and now i am full time with H1 from dircet hire).
It seems you both guys are either about to graduate or are in OPT. (just in case if you have Greencard then still this can be looked sameway). Consultancies are like government in a sense that we cannot afford to not have them, and at the same time they will create few problems down the track. They are happy as long as they are making money of you. 100 % out there are in business to make money. So apply their rules to them. Get with the one that gives you more chances of landing job. DO not look into who pays 5000 more right now. When you are in OPT, you have upper hand. If you are looking for place to stay (which I personally don't suggest) during training then find anyone that gives you that, but make sure that instrctors are good and you will learn something.
After that while marketiing, do from few more others as well if you see that your consultancy is not giving you enough interviews.
If you are alreday in H1 and looking to transfer, I personally dont suggest you do that unless the case is hopeless. No matter where you go, its the same rule, just different players.
Here I will never give a list of consultancies saying that they are good or they are bad. All are good and all are bad. you Need them, they need you, so utilize it with wise decisions.

Personally, with one senetence - Evereyone is good as long as they give you a job. DO not worry about filing Greencard or doing other things at the moment if you are trying to start at zero. Do one thing at a time. First Make sure you learn and be ready for inetrview. get job, and then worry about H1. After H1 worry about greencard.
