How do you establish that your life is (or could be highly) threathened because of your political views or your past or current personal associations/involvement that are/is ground(s) for prosecution againt you by an institution (such as govt. or  an armed group ) that opposes your political views.

Just because there is general insecurity and chaos in a country does not mean you automatically become an intended target of an institution unless there is an institutional policy of ethnic clensing (such as ethnic clensing by Hutus against all Tutsis in Ruwanada in 1990s).

Overwhelming majority of political asylum cases fail because asylum seekers paint a picture of general insecurity and chaos in a country (which is not really a net negative for his/her asylum case) but woefully fail to establish that they are an intended target.
