NRNs bottleneck Dual Citizenship

Dual citizenship is out of equation for student, H1-B and green card holders since they are still nepali citizens. Dual citizenship only comes into the equation, once you become US citizen. So, those NRNs who are already US citizens are no way getting dual citizenships since they gave up their nepali citizenship automatically the moment they became US citizens. Even if Nepal govt amends the law to allow dual citizenship (hypothetical situation), they have to reapply for Nepali citizenship and they may risk losing their US citizenship in that case.

For those who gave up nepali citizenship to become a citizen of other countries, Nepal govtment has already provided the facility of NRN card (valid for 10 yrs and renewable) which basically gives you all the right as a nepali citizen except holding nepali govt job and voting right in Nepal. So, I don't see why few people are whinning about dual citizenship?
