Can't you see that Nepali looking man celebrating this great news in the picture? He was the first one to benefit from the new law. The department of homeland security sent a team of 24 investigators and undercover agents to find this Nepali man in North Carolina, (name witheld by request) and when they found him, they gave him the Green Card on the spot. Imagine how happy this man was. He was hailed as a hero by Nepalis in North Carolina. North Carolina is a state which depends largely on Solar power as you can see from the solar panel to the right of the picture.
