i dont think you could see a smiliar instant in nepal, not ecause the goverment is strong but the public has learnt to take care of the situation by themsleves.
the problem is not just the driver but the system itself. and we have a similar law in nepal where you kill and payoff the lfe of the victim or you bear the medical expenses for god knows how long.
i dont know what are the laws in the US ( a country where public life is valued atleast inside the country not just by the system but by the public too)
i think its the time to change the old shitty law and implement new laws that will penalize the driver more then he ought pay in the medical bill. so that the driver would be the frist to take the victim to the hospital rather than runing over again.
we have seen few laws changed recently where they wouldnt require police report first to treat the victim of any sort.
may similar law be implemeted soon and people learn the values of other lives
