My response was to your statement about skyrocketing of salaries that you mentioned before, not the expansion. Well as far as expansion is concerned, this is Nepal and it is customary to please your surrounders first. In that regard Baburam is no different. He can not dare to be different because his seat  relies on them. Though people may like him, people don't have a say on whether his government will be sacked, its his surrounders.
