Think tank for Nepal

Aren't thousands of NGOs and INGOs currently in Nepal, in retrospect, have similar functions or supposed to have similar functions? Clearly something is not working. Think-tank "being budhi-jeevi" is such a repulsive idea to me, cause everyone I know seems to have an opinion about how Nepal should be working. I've always wondered, can't we just stay in our field, become an expert, and contribute accordingly. My friend from childhood used to say when we tried convincing that he should join the Leo Club that we were engaged at the time "first swayam sewa, then samaj sewa". Sadly, it makes more sense to me than now.
