I have been using skype (http://www.skype.com) to make PC-to-Phone and PC-to-PC calls to Nepal. In order to call to phone numbers,you have to purchase their SkypeOut credit. They charge in euros, but for equivalent of US $10, you can call for 59 minutes to inside KTM and 36 minutes to outside KTM and cell phones.
