The quote you presented are for the hopefuls. It recognizes the select few who actually dream things that never existed and ask why. These selected ones are the good ones, the heroes, and Bernard Shaw is encouraging that.
You are accusing people of dreaming BRB's magical bullet sarcastically; in your view the dreamers are the "lost ones" not the heroes.
