I am surprised to see people surprised with this.

A nation that lacks governance is bound to see this. Even before the democracy, such was the state in the capital. When we don't have any checks or balances, should we be surprised that this is happening? These things happen even in some of the restaurants of the developed countries, forget ours.

What we should be focusing on is establishing a mechanism to keep these things under constant check.
