@ kanchu: I was thinking similar but attesting from Campus Chief instead and a letter in their letter head to accept this document as ......
for two reasons
1) campus will do it easily than Registrar office. Also the letter and stamp from school will have both school name and TU.
2) the letter from board here says "an official transcript from your school of Nursing (Tribhuvan University) sent directly to this office"
