It looks like more than half of those indicted offers are innocent. They are indicted just because of incompetences of CIAA or vested interest of some people in CIAA to make the case weaker.
It is also getting interesting as some of the officers are going to speak against former home minsters and secretaries. Although, they may not have a proof to show their involvement, on the moral ground they will be having a huge loss.
