Former minister Rawal seems to be the least benefitted guy in this APC deal if he has gotten any portion. If you look into the charge sheet, the final installment of payment was made on 2066/ 4/ 13 of the the amount 2 crore 11 lakhs rupees. According to his article, he became HOme minister on 2066/ 3 / 3. So, all other payments were done before he became Home Minister. There is very less chance that he did not take interest on those final payment of 211 Lakhs.

Again, my view is that: former ministers and secretaries are least likey to be convicted in this case just because of proofs. Ofcourse, they are morally responsible for not stopping the payments. I think the CA committee report is more like  a political report, they have not been able to coherently proof any involvement of minsters and secretaries. They might have given very vague report, thats why CIAA could not indict the ministers. So, the only way they can be bring to justice is through investigations of their property and bank accounts around the times of those deals.
