Almirah, I do not know the answer of your question. I have never made a labor permit, but I have my trouble-experience to share.
I had to show my passport to an officer at the airport before boarding into the plane. That was the final check point. The officer was slowly turning the pages in the passport. He spent about 3 minutes to scroll a couple of pages. Then he spoke
Of: tapaiko aru document khoi?
me: kun document?
Of: yo passport tapaiko ho bhanne dekhaune document?
me: passport ma mero photo chha ni, ma yehi chhu ta,
