It may have some truth, but mostly Lame Excuse.
I have seen many people who are sons and daughters (mostly sons) of lower middle class farmers or teacher from rural nepal. They completed their schools in villages/districts outside the kathmandu valley. and went to college (ISc) in kathmandu while their parents would supply Chamal and Dal from village. They excelled to get scholarship for MBBS. Now, some are in US after taking USMLE, some have done their MD/MS from TUTH or Dharan or Bir Hospital. So there are people who are doing their best to achieve their goals no matter how difficult is the situation.
