Even holding a bachelor degree from US does't make you qualify for H1b. USCIS has different rule for Nursing professional. To apply for H1b under nursing category, your job should be highly critical or your must be administrative nursing Position. Holding RN and Bachelor degree alone doesn't make you qualify for the H1b. You must have job in hand for such a position.
