I hope you can get reunited with your gf soon.  

If she is applying in F1 category, she should wait at least 6 months from the last rejection.  Ask her to use that time to firm up her credentials.  Get accepted in reputable school, show stronger ties to Nepal with better financial documents.  

If you are currently in F1, you can get married to her and have her apply in F2 category.  But her chances of getting visa this way is not that great. 

If you are in H1B category, you can marry her and have her apply as H4.  She has better chances in this category.
