If we ( I don't know who has an idea about this) inform some concerning authorities in USA, UK or any developed countries and tell them the situation and request for Permanent Residence for her, it will be great.

We can give them enough reason for the request like " her height has made her a target at home, have tried to suicide due to frustation"..
