Not a Chem Eng. but am in the same situation.  Citizenship is a must to get into the industry related to my education. The best route I thought of and am following is:

- Try to find closely related industries if not take whatever engineering job you can find.
- Build your experience (albeit in a different industry) and obtain the coveted GC.
- In the mean time try to take couple of grad classes related to your industry just to show your commitment and interest in the field.
- Hopefully you can infiltrate back into your desired industry with a GC.
- One thing in favor (at least in Aerospace Industry) is that most engineering positions requiring up to 3-5 years experience (time to get green card if everything goes well) are not as picky about previous experience as long as it is in engineering.  They are willing to train you for their specific needs.

Hang in there. Good Luck!
