How do you encourage corruption in Kathmandu culture?

We always need to point our finger to somebody/something to cover up our weaknesses. Having natural resources does not guarantee a prosperous nations. There are many countries rich in natural resources but are in shamble, take Nigeria and Venezuela for example. These nations are filthy rich in resources, yet are in the category of third world, Nigeria is even worse than Nepal.
Corruption is a human nature, it has nothing to do with education, which we all seem to believe in. We think if we get a "very well educated leader", then it will all be solved overnight. How's that possible?
It comes from our core value system of our people, molded through time by a system of beliefs and faith.Yes, religion has to do with most of it. To put it in simple term, our faith is fickle and weak, non practical and does not promote a healthy society. Of course, it is ancient but not necessarily effective in these modern era. And my no means I'm saying we're inferior for those who will get offended.
We need a generation of our people who will suffer, get poor and die trying to uphold the value system of good over bad, right over wrong, and pass those message as the most important part of our religion (not just animal sacrifice and other useless ceremony) to the future generations. We need martyr for values, beliefs, optimism and generosity, not political martyr.
But again, who's going to hang the bell on the cat's neck?
Corruption is rooted in social issue, not politics. We only see the effects of it in politics. People seems to misunderstand this analysis.
