In my opinion they are not that stupid, they know everything from the beginning. They do long term planning to cheat like a grand design as Girija used to say.As far I understand very experienced person is heading ( he grew up in bal mandir) the project. May be he is not directly responsible for this but Nepali bureaucrats are second to non in money making business.
Regarding me in cabinet
but I never participated in any politics while I was student in Nepal. Never voted for any student unions and never voted for any party in Nepal. I have exerised my voting rights only once for "wada sadasya". I think it was 2055 . So no chance for me to be in cabinet(
