Yes I think that you can apply until March 31st until quota is filled.In earlier years due to Indian consultancies the quote used to fill hte same day so we were not used to these rule.
Also you can file before you graduate.In my case I was graduating in May.I
filed in April and later USCIS send REF for my certificate which I later sent and got approval.Hope that helps.
