The H-1B Quota remains open until filled, i.e. until March 31, 2011. Your prospective employer can file a H-1B petition till then,
The October 1st is merely the start date of employment on H-1B.
About termination of the remaining H-1B quota visas; if left any, will be terminated only on April 1, 2011 when H-1B Quota FY2012 starts with 65000 H-1B Regular Visas and 20000 Masters Quotas.
