I have read that in 12 month OPT period also:
The USCIS has stated that it is illegal for a nonimmigrant to perform a period of so-called unpaid “volunteer” employment if the employer has the intention of employing the nonimmigrant at a later date as a paid employee.
The rules and regulations state that a position cannot be classified as being “volunteer” if an
eligible U.S. worker would be paid to do the same type of work being performed on
a volunteer basis by the nonimmigrant volunteer.
