If you put this way: X and Y both are legal but change the scenario and find out the result. Say Y works part time over the table and full time under the table, Maybe 3-4 children.
Without SS and green card I am pretty sure you would not be able to get subsidized housing and food stamps.
Y will able to get state insurance or subsidized insurance plan, will get subsidized housing, food stamps, WIC program, Will be able to claim unearned Income credit about $4500, $1000 per child child tax credit. X may not have child and waiting for Adoption or even have signing for different programs and paying extra.
