I'm going to keep tabs of good ideas that come up at the end part of the original posting.

Peaceful protest should mean that the govt gives approval to protest at an assigned location so that normal people's lives are not affected with traffic jams and closures.

Nice one.

Dekchidriver, education, roads, communication, law everything is important but as long as the leaders are not upto par or as long as they don't care about the country, nothing is going to happen.

I think it is imperative that first and foremost we need educated leaders who show genuine concern for the country, who are not there to amass wealth for themselves or their family.

Such leaders can legalize things such as peaceful protest as mentioned above so that political opponents cannot abuse protests to bring country to a standstill as well as the lives of the hardworking individuals who have to work everyday to feed their families.

At the same time instill strict laws that are fair and equal for everyone. Only then any infrastructure for development can be made.
