Solution to Nepal's problem

That’s a long term solution grgdai. First of all we have to get the country to a position where we can peacefully educate the citizens. With chakkajams and bandhs when do we have time to goto school?


How do we get there?


 


 Step a: Regain the law enforcement power:


 


1.       Temporarily integrate army and police as a national force (they can operate from their bases) to restore peace in the country. Either the defense minister or a new appointee should head this coalition.


2.       Peaceful protests should be encouraged however violent nepal bandhs and riots should be banned. This should be enforced by the above mentioned national force.


3.       Nationwide cease the weapon should be enforced via national force. Nation cannot and shouldn’t tolerate a separate armed civilian force.


4.       Supreme court’s decision should be the final and more power should be given to Akhtiyaar durupayog, possibly expanding the latter to oversee small cases (bribery done in lower levels).


 


Step b: Redistribute state powers


 


1.       Five development regions should be revised to better represent the ethnic makeup of the states. Each state should have a representing chief of state (more powerful than CDO) who will be held accountable for the development of their region. Since mobocracy is currently prevalent, it might not be a bad idea to appoint the chief of states by the parliament (instead of election) and give them set goals which needs to be fulfilled by the end of their term to extend their term.
