@ Sambhu: ur analysis is true! well, I'm not trying to say that Indian Govt. should not be allowed to print Nepali passport at all; I think there is no point of saying that. Let them do it, IFF (if and only if) they give a competitive price as other bidders, and win the tender as said by PeaceSoul. I'm just against this Koirala-cracy in Nepali politics, earlier father and now the daughter! I totally agree with wut Syanjali said about the dependency of our immature leaders upon Indian politicians.
I think we can't be just quiet now about the increasing interference from Indian side, but also we can't do anything as we fully depend from India. If India closes its market to Nepal, I know people will be out of food and utilities. From time and again, Indian Govt. has been a great help in assisting our Govt. at every difficult time. We appreciate that! But shouldn't Indian Govt. respect Nepali independence rather than directly interfering!! This is all diplomacy! I'm not a diplomat, but I can see and analyze the things that r not going right..
I prefer that it is in the best of both countries to seal the Indo-Nepal borders, start Visa system  and make a 'No man's land in between two countries border. If we do this we can manage thousands of Maoist army as a Border Patrol from our side. This will end the border encroachment problems for ever, and will manage the army integration problem of two armies. This can even benefit our taxation system to make it strict and transparent along the existing porous border as of now. This will improve the rate of trade loss for our country. Above all, this will boost up the security for both countries.
