Yup, its a new DMV rule.Its designed to combat terrorism and fraud by toughening ID paperwork nationwide. (http://www.tcpalm.com/news/2009/dec/21/drivers-license-more-complicated-to-renew-after/)
Basically they are trying to know/keep track of your legal status. If you are a current student then updated SEVIS I-20 should be enough. But, if you just graduated then you can renew your license only from the day your EAD card is active.
