Thanks for the answer and I am still trying to give my take on federalism.
As I am away from home and being technical person, I don’t know those exact numbers and have to rely on wiki. I am not relying on any BS internet sites.
Second thing I like to clearly tell you that I am not trying to play any majority and minority card. I am trying to show the stats.

Regarding 29% (Bahun (12%) + Chhetri (16%)) are minority statement; I am not bothered that these groups will be in minority. Although I belong from above mentioned groups, here I am debating as Nepali. So I would like to clarify one more thing, I am participating on this debate because federalism will not help our country to move to right direction.

If someone is thinking that all the bahun and chetris are against the federalism just because of that some community with lesser number of people will get some state and these people from above communities are not getting any state, then that would be totally wrong, at least in my case. Being raised with in core newar city, I have seen how we (bahun and newar) people are living our life harmoniously. After this kind of regional federalism, I think it will be not the case.

I have to agree with you about the issue you have raised here such as corruption, whole sale citizenship given to some people and border issue. Those are the real problem of our country which we have to address those. With above mentioned issue, another issue we have to deal is lawlessness in the country. But my question is how federalism will gonna help to tackle these issues. If you have vision, then I would like to know.  Otherwise it would be same as Nepali proverb “Tauko dukheko aaushadi naaito ma lagako” jasta ho

Some leader might say that “Federalism will be the beneficiary for country and for indigenous group”, but the fact was they told us same for constitutional assembly.  The only thing we achieved from that (constitutional assembly) was get rid of monarchy. But now we should realized that who’s agenda was that (toppling a monarchy), how they use political party and Nepalese people for that.  So what I am thinking is that federalism is just another political agenda carried by political party to fool people for their own benefit.

Do you think that after getting any such state, unprivileged people or with lower caste will get any benefit from that? On simpler word, if it is on so called “Madesh”, the people already power and money (such as Upendra yadav, Bijay kumar Gacchedar) will gonna get benefit from that. There is no way the people who live in “paral ko jhupadi” and belong to lower cast as “Dalit, kusunda, dom” will be the beneficiaries. Similary in Newa state, Do you think that Lower caste newar can go to upper caste newar bhoj, or can marry within those caste. Answer will be simply BIG NO

Although we tried to follow “decentralization” in paper but in reality, it was never implemented. That’s the reason for its failure.

So how Federalisim will gonna help country?

Next thing I would like to highlight is the complexity of problem it might happen in federalism. Do you know that, in federalism the each state has its first right for its natural resources. So for Newa state (Kathmandu) cannot get access to so called Melamchi drinking water and Okkharpowa Dumping site (see kaveri  river dispute between Karnataka and Tamil Nadu) and need approval from their own state. Have ever thought of these issues??

What happen if the states, where Kaligandaki and Kulekhani are located take a stand that, the hydro energy (electricity) from where it has been produced has to be first distributed within that state. Then how Newa state wil gonna generate Electricity or do waste management. Have you heard the reason they gave why we have to move the capital of country from KTM, they were not able to manage traffic and waste.  What will happen if the new capital have same problem of (traffic and waste) after 20 years, again go for a new capital?


How taxpayer will going to support more than 14 local government and again big central government.

So I like to ask you to see the issue from bigger perspective, not as people supporting for a newa state but as nepali who want to save his identity and country from neighboring state.
 
In US, you might have seen that people is called resident of that state after one year of moving in new state and paying a local tax. So I would like to remind you that “3 generation living in Kathmandu” logic will not work to find out who is in majority and minority. If he/she live in any place for a year and pay  local tax, then he/she should called as local resident
My take in this issue, either someone is in minority or in majority we have to respect all the community with whom we share our society.

Would be more than happy to get your view.
