I do not think in California you can get license without legal status. Just until few years back you could get licence from the following states- Hawaii , Maine , Michigan , New Mexico , Oregon , Utah and Washington even though you did not have legal status or you were undocumented immigrants. But rules have gotten stricter over time so you might want to go to individual DMV sites of those states and find out more about license requirements. Hope this helps.
