If I were pressed with that situation, I would treat it in a similar manner as if he had done those things in the United States for a gang. It would take a lot of courage, but talking to the person directly, and expressing disagreement of past activity would be the best method.
You could also just get out of the situation. If you are fearful that this person would do something, you could do that. Just start finding a new roommate and move out of the situation as soon as possible.
If you want to go further, you could perhaps try to contact the police and try to get him extradited.
