Nice Question and answers. I could not stop myself adding my two cents thought.

Once I was in Jackson Height, NY seen brown and color people children in their laps. It depends, which city and state you are
residing. If you go south Florida, it may be more liberal as you go north Maine and New Hampshire you will be getting ticket for not blinking while changing lane or merging.


As someone mentioned about Kathmandu, the economic theory are optimized, trying to get maximum utilization from limited sources even compromising safety and may be we like to do things jointly or in big numbers. If you are riding a compact car 2 in front and 3 in the back is  a very comfortable ride as well safe with belts. If all sitting in the back are adults and typical Nepali height and weight we can fit 4 people with ease.

 But if there is involvement of a child, you must give top priority to the safety of child as well to your wallet; you do not want to get ticket for no apparent reason ( sorry,  there is reason you did not follow the rules ).

 Once I was driving down on 495 beltways, I was following a car which was over limit 10-15 miles per hour, I could not keep pace with it and slowed down and stayed on extreme right lane. An unmarked police vehicle pulled over me which was behind me about 10-11 miles. My daughter had a tendency (most Nepali or must children?)
of taking seat belt off. Before I looked to the cop I gave good peek if the car seat belt is in tact. I was relieved as I saw it was intact.  His reason to pullover me was trying to assure the child safety was maintained even though the car going ahead of me was over 15 miles of the speed limit. He may have caught in his radar gun, why I was
targeted and followed over 10 miles, because children was in the car.

Simple rule:


Rules must be followed and schedule must be maintained.


One of my friend had a tendency of driving over  the limit because he did not leave the house on time and got into traffic and to cover that time. If you got caught , you will be one hour late for your work or appointments. He gave me a khurak, leave a little bit early , your chance of getting speeding ticket will go down close to zero ( there is always more than one)
