Dude: With PayPal in your case it may be easy because you have not received the book yet nor received any notice of shipment.
Onetime the carrier did not drop in right place, never received the item, disclaiming with PayPal did not find simple. Never got money back. On other occasion , I paid 35 dollar to participate in Nepali Conference , NJ. It did not go through when I was there, paid cash as a gentleman. They told me they will reimburse me, I claimed to PayPal. Never got the money back. Case closed just like that twice.
