Better Talk to an Immigraton Lawyer..
From my understanding.You need to COS to F1..
If ur previous F1-visa was cancelled "Without Prejudice then he will need to Get F1-Visa on his Passport"..
Make sure he carries his New I-20 to show ast POE..
