I do not think there should be any problem in this. She can, however, say that she is here for some specific purpose and will have a brief visit to the US. 

BUT she can extend the visa later after a couple of visits to the doctor's, IF SHE HAS ANY INTENTION OF GIVING BIRTH TO THE BABY HERE IN THE US. 

A Nepali singer and his wife were here in the visitor's visa. The lady visited the US four times [in the past five yrs] and gave birth to two of her four children here in the US. Every time she was pregnant [for the last two times], she visited here and gave birth to the babies. 

One of my friends (F-1) brought his pregnant wife (for about 8 months), and there was no problem. 

She can always apply for the Health Safety Net and get "almost" free care for check-ups and delivery. I hope this helps...
