It sounds like this paki is used to doing  what he has done to you.  If you are willing to take the risk of getting into trouble you can contact department of labor because law will apply to both of you.  You have to prove that you were unaware of legal bindings when you decided to work for him. 

In my view get a Nepali lawyer file a case against him (sue) for non payment, racial profiling and financial damages to around 10k. Once case is filed serve him officially if he wants to settle thats fine if not you can purue the case. 

Tell the lawyer once settlment comes in you will go 40 - 60 % . But this will take time but always seek advice from your lawyer or authorized law practitioner..this board can only suggest you
