When did it happend? Its good  for commercial purpose but should restricted for domestic people. Simply meaning only for foreigner......So that a normal people can make some money to live. Even in India there are some places issued by goverment...like Urissa....

Even now in Nepal big smuggler are making lot of money so why not arm people.......lets share what you guys think about this..........
