How can I show " Non-immigrant Intent" at US embassy?

I had applied in F2( dependent) visa two times, got rejected and I applied for F1( student) visa for Nursing Programe....again rejected. Finally, visa consular replied me that I had "Immigrant Intent" because of applying two seperate visa catagory within a short time.

Any supporting idea to get visa, Please !!!

Any suggestions will be highly appreciated.
