population is major determenant of federalism but not complete. the very first reason for makin a decision to federate nation was to address the plea of marginalized n ethnic communities. they contributed in the war since it was propogated by the maoists, would hav equally swayed away to congress or UML had they made similar stance. the maximum casaulties in the conflicts were from these groups. other factors like historical, cultural, linguistics, origins, etc r also equally important to b acknowledged. national identity  n cultural identity r two different things. n as to elaborate more on the example of limbuwan, if u see thier structure, it is very inclusive and regional in nature rather than communal. non-limbus hav equally voluntered for the cause. it is concerned with more development n progress of the region away from the intervening current centralised governance system as per their manifesto.

anyway the real concern was if it is a big force to reckon n with such slogan if people hav tendency to go to extreme why wont our gov hav a long vision away from wat our past ruler had decipted of 'one nation, one language, one custom', prioritising khas culture as national symbol, or 'to make real hindustan' n bla bla  but rather to groom the garden of hundred flowers n realize the true value of multi culturalism n diversity. if ethnic based federalism is bad idea or according to many folks a path of destruction n seperation, wat is the optimum solution that would bring the pride of national n cultural identity among them apart from basic needs of 'gaas, baas,copaas'? but bro, dont think using force would solve anything, it would just prove the dumbness n no lesson learned from initial stage of maoists insurgency. this will give birth to more extremist in future.
