Party B-->Feels indifferent about-->Party A
If Party B reconsiders solely based on the fact that nobody could ever love him/her in the same intensity as Party A, and decides to stick around, the relationship is doomed to fail. You will eventually figure out that there's no way in hell you'll be able to spend the rest of your life with him/her. Abort! Abort!
Now, addressing the main issue, I think it's imperative to break it to him/her ASAP. Give him/her a good reason and make it clear to him/her that things will not workout, period. No, things won't work if (s)he starts reducing his/her call volume by 50 percent, or if (s)he assures you that his/her body fat percentage will be less than 15 percent by the end of August. You get the idea, right?
