The next thing you can say is H1b should only be granted to those who graduate US universities in FULL SCHOLARSHIPS.
Then the next thing you can say is H1b should only be granted to those who graduate from TOP TIER UNIVERSITIES in Full Scholarships.
Just because its suitable for you doesn't mean existing rules should be changed.
If you know Indians are cheating, why don't you report them to the Goverment and help them implement the existing rules properly?
The problem is not Indians. The problem is US goverment not wanting to put time into investigating who is the right candidate. The fact that they do lottery for H1b candidates proves that.
