He did not resign when the supreme court ruled that his decision to sack army officers were wrong. This is at least a third strike (in his case, third wrong move) and therefore he is out.

You can not just threaten people and get votes and extort 'taxes' and claim that you win. Somali pirates are extorting millions of dollars, but they are not in people's heart. They are still the pirates. Maoists are extorting money and votes and claim that they are doing thing for people, whereas everything that they do is solely for their own party only. So they are no different than the Somali pirates.
