It sounds like it's the  common problem of most of the Nepalese students in USA. From your story, I guess you are just in suspension for Summer 2009 which  means you are not out of status yet.You are restricted to take class in summer 2009 because you are suspended for this semester.But you are allowed to register  12 credit hours  in the same college for coming Fall 2009. Since you are just in suspension for summer 2009, you don't have to apply for reinstatement if I am not wrong.

The good thing is you are in suspension for summer 2009 so it didn't hurt you luckily. If you are in suspension for long semester like Fall or Spring, then you must have to apply for the reinstatement within 5 months from the time of out of status. I hope this info. would be helpful.
