It's not a problem with police in general. Look at the whole bureaucracy - most people hate dealing with it in Nepal. A serious code of conduct is what's needed. Too bad, Baburam Bhattarai promised a lot on this, and went to inspect some Bhansars, but could do nothing significant to improve it. If things change, so will people's perceptions, as there is a lot of causality between actions and perceptions.
