Although they may seem similar, canvas and image are two separate things.

A canvas is like a photo frame and image is like the photo you put in the frame. If you have photo in the frame that fits perfectly but you want to increase the frame size then you will have extra space outside the photo because obviously the photo size does not change.

You can change the property of canvas to change it's size, but it will not change the images in the canvas. Everything inside the canvas is an image.

One major difference is that when you do image resizing, you can choose constrain proportion which will change your image width and height automatically. I agree that it's a little confusing but once you play around with it, it will become clearer.

Let's say you want to start a new project so when you hit File - New, it will ask you the size of the canvas which will be the area where you have to fit in other images. The final output image will be the size of this canvas  unless you change it later on.
